The Office of the Comptroller of the Currency has granted World Liberty Financial preliminary approval to establish a national trust bank, making it the first OCC-chartered banking institution explicitly designed to serve the cryptocurrency and blockchain ecosystem. The preliminary charter positions World Liberty to offer federally-insured deposit services, institutional custody solutions, and core banking infrastructure to crypto market participants, pending final approval and capital adequacy demonstration.

The approval arrives amid accelerating institutional crypto adoption. Enterprise blockchain spending reached $19.3 billion annually as of April 2026, a 340% increase from 2023 levels, while Bitcoin's market capitalization stands near $1.4 trillion with 92.9% of total supply already mined. Despite this scale, crypto-native institutions have lacked direct access to federal banking infrastructure since the collapse of Silvergate Bank and Signature Bank in March 2023, forcing reliance on fragile third-party banking relationships. The OCC has limited supervisory experience with crypto-native banking models, and regulatory interpretation could shift as the institution moves toward final approval.

Congressional action could also reshape the landscape. Comprehensive crypto banking legislation, expected in 2027 or 2028, would provide statutory clarity on OCC authority and establish uniform prudential standards. Until that legislation passes, World Liberty and any subsequent OCC applicants operate under regulatory guidance subject to revision.
