GOPAX suspended trading, deposits and standard withdrawals on Nov. 6 after an email threatened a cyberattack. No hack occurred, but the exchange held just 80.54% offline in September, barely above the 80% legal minimum.
World Liberty Financial Plans WLFI Buyback After 66% Slide
WLFI is down more than 66% this year. World Liberty Financial announced a buyback program on November 5, potentially funded by USD1 reserve fees, after a post-midterm drop. A $65.6 million buyback earlier this year did not stop the slide.

Treasury and Fed Withdraw $250 Travel Rule Threshold Proposal
FinCEN and the Federal Reserve Board have withdrawn a 2020 proposal to lower the cross-border recordkeeping threshold from $3,000 to $250, effective Nov. 9. The existing Travel Rule still applies to crypto, and the agencies left room for future rules after public comment.
Bank of Russia Sets Nov. 17 Date for Retail Bitcoin, Ether, USDT Rules
The Bank of Russia set Nov. 17 as the effective date for rules opening Bitcoin, Ether and USDT to retail investors, capped at 300,000 rubles a year per intermediary with mandatory testing. Moscow Exchange plans pilot trading from Dec. 1.
PBOC Confirms Halt of Solana Shanghai Event, Opens Probe
The PBOC confirmed authorities stopped Solana's Shanghai event and will probe those involved. It cited Lujiazui advertising and a February 2026 notice from eight agencies. The Solana Foundation had blamed a registration surge.
