Vietnam Launches NDAChain, Joining Global Race for National Blockchain Infrastructure
Vietnam unveils NDAChain, a national blockchain platform with zero-knowledge security and public-private validator support.
Vietnam has officially joined the ranks of countries developing sovereign blockchain infrastructure with the launch of NDAChain, a national Layer 1 blockchain platform designed to support its rapidly evolving digital economy. Announced by the National Data Association, NDAChain is powered by a proof-of-authority consensus model and bolstered by zero-knowledge proof (ZKP) technology to enhance scalability and security.
NDAChain is supported by a consortium of 49 public and private validator nodes, making it one of the most inclusive governance models among current national blockchain initiatives. Capable of processing up to 3,600 transactions per second, the permissioned blockchain aims to serve as the digital backbone of Vietnam’s data verification systems.
"Vietnam has chosen a hybrid data architecture that blends centralized and decentralized components," said Nguyen Huy, Head of Technology at the National Data Association. "NDAChain acts as a protective layer for the nation’s live data, critical to our digital society and economy."
First proposed in late 2024, NDAChain is central to Vietnam's long-term digital infrastructure roadmap. The government’s goal is to integrate the blockchain into the national data center by the end of 2025, with full deployment across government entities, educational institutions, and public services expected by the end of 2026. The broader ecosystem rollout is set to continue through 2030.
The next stages of development will include the creation of Layer 2 applications tailored for sectors such as healthcare, logistics, education, and finance. Workforce development and international collaboration are also key pillars of the initiative, positioning Vietnam to play a leading role in Asia's blockchain economy.
With NDAChain live, Vietnam now joins over 50 nations—including China, South Korea, and the European Union—that have launched national blockchain programs. China’s Blockchain-based Service Network (BSN), one of the earliest of its kind, has already served as a model for infrastructure-led blockchain innovation.
By addressing the limitations of centralized data systems, NDAChain is expected to reduce cyberattack vulnerability, enhance transparency, and provide scalable solutions for mission-critical sectors. The launch underscores Vietnam’s ambition to modernize governance and public service delivery through decentralized technologies.
