The decision represents one of the most consequential acts of clemency by the Trump administration, underscoring its increasingly pro-crypto stance and signaling a potential shift in Washington’s approach to digital assets.

Zhao’s legal troubles began in 2023, when he pleaded guilty to violating the Bank Secrecy Act by failing to maintain an adequate Anti-Money Laundering program at Binance, then the world’s largest cryptocurrency exchange. As part of the plea deal, he resigned from his leadership position and served a brief sentence in a minimum-security prison in California. Binance itself was fined $4.3 billion in a sweeping settlement with U.S. regulators, marking one of the largest penalties in the history of the financial sector.

Now, with Trump’s pardon, Zhao’s record is effectively cleared, allowing him to resume business operations within the United States. The White House described the decision as a correction of what it called the “Biden Administration’s war on cryptocurrency.” Press Secretary Karoline Leavitt emphasized that Zhao’s prosecution involved “no allegations of fraud or identifiable victims,” arguing that the previous administration had unfairly targeted innovators rather than bad actors.

The pardon comes amid a broader realignment of U.S. crypto policy under Trump’s leadership.
