Tether, the issuer of the world’s largest stablecoin, has appointed former White House crypto advisor Bo Hines as its new Strategic Advisor for Digital Assets and U.S. Strategy. The move signals the company’s intent to deepen its presence in the American market at a time when regulation of digital assets is gaining sharper definition.

Hines, who previously served as Executive Director of the White House Crypto Council under President Donald Trump, played a key role in shaping federal policy for digital assets. His efforts included work on the recently passed GENIUS Act, which establishes a regulatory framework for stablecoin issuers, as well as advocacy for the creation of a U.S. strategic Bitcoin reserve. These experiences now form the foundation of his new role at Tether, where he is expected to advise on navigating policy, regulation, and engagement with lawmakers.

Paolo Ardoino, CEO of Tether, emphasized the importance of the appointment. “Bo’s appointment demonstrates our commitment to building a strong U.S.-based presence that spans across multiple sectors, starting with digital assets and expanding to new opportunities, including a deep focus on potential further investments in domestic infrastructure,” he said.

Tether has already reinvested billions of dollars into the United States, and Hines’s presence is intended to further strengthen its credibility with policymakers. His entry into Tether’s leadership follows his resignation from the White House earlier this month after eight months in the administration. His deputy, Patrick Witt, is expected to take over as senior crypto advisor to Trump.

During his tenure in Washington, Hines oversaw guidelines favoring decentralized digital assets while seeking to limit the Securities and Exchange Commission’s jurisdiction over cryptocurrencies such as Bitcoin and Ethereum. This regulatory posture aligned closely with pro-innovation policies that encouraged blockchain adoption while reducing compliance burdens for digital asset firms.

For Tether, the hiring underscores broader ambitions that stretch well beyond its flagship stablecoin, USDT. The company has been diversifying both its infrastructure and its investment portfolio. On the technical front, Tether is integrating the Bitcoin Lightning Network through a partnership with Lightspark, whose Wallet Development Kit is enabling faster development of programmable and self-custodial wallets.

At the same time, Tether has been expanding its venture footprint. In July, the company disclosed an investment portfolio valued at $13.7 billion, spread across more than 120 firms. These investments span sectors such as artificial intelligence, payments, and energy, reflecting Tether’s strategy to evolve from a single-product issuer into a broad-based technology and finance player.

Despite this diversification, Tether remains the undisputed leader in the stablecoin market. With more than $158 billion in circulation, it commands over 60 percent of the global market and serves an estimated 400 million users worldwide. Its growing dominance has also been visible on-chain, with recent data showing Tether accounting for 40 percent of total blockchain transaction fees.

Bo Hines’s arrival is likely to shape the company’s engagement with U.S. regulators and lawmakers during a pivotal period for the industry. As stablecoins become an increasingly central part of global finance, Tether’s decision to bring Washington expertise into its leadership reflects both strategic necessity and long-term ambition.
