In a major regulatory breakthrough, Nomura’s digital asset subsidiary, Laser Digital, has become the first company to secure approval from Dubai’s Virtual Asset Regulatory Authority (VARA) to offer over-the-counter (OTC) crypto options. This development positions Dubai at the forefront of the global digital derivatives market, especially for institutional investors seeking compliant and scalable crypto trading solutions.

Laser Digital’s approval under the VARA pilot framework is a “limited license” that allows it to operate regulated OTC crypto options specifically for institutional clients. These services are tailored for hedge funds, asset managers, and trading firms that require high-volume, customized crypto trades executed outside of public exchanges. OTC options are essential in minimizing slippage and improving pricing precision in large transactions.

Dubai’s VARA framework, introduced to provide clarity and oversight for digital asset service providers, is rapidly becoming a benchmark in the region. By licensing firms like Laser Digital, VARA aims to promote innovation while maintaining robust risk controls and transparency.

The move not only boosts Dubai’s position as a regional crypto hub but also reflects Nomura’s growing ambition to lead institutional adoption of digital assets. Laser Digital’s new offering aligns with the broader global trend of financial institutions building infrastructure for digital asset derivatives, a market that is expected to expand significantly over the next five years.

“Dubai’s regulatory clarity has been instrumental,” a spokesperson for Laser Digital noted. “Our OTC solutions will enable institutions to manage crypto exposure with greater flexibility, compliance, and efficiency.”

As the digital asset ecosystem matures, regulatory developments like this offer reassurance to large investors wary of the crypto market’s historical volatility and legal gray areas. Nomura’s entry into this space via a regulated route sets a precedent for other global players looking to operate in the Middle East.
