In a significant step for Europe’s digital asset markets, Kraken has unveiled Kraken Launch, a new initial coin offering (ICO) platform built in partnership with Legion, a crypto-native fundraising company. The initiative aims to combine speed and innovation with strict compliance standards under the European Union’s Markets in Crypto-Assets (MiCA) framework, which has become the regulatory cornerstone for token issuance across the region.

The new platform will allow vetted projects to raise capital directly from Kraken’s global user base while offering investors more transparent allocation practices. Legion will oversee token selection and project curation, while Kraken provides the distribution channels, liquidity, and compliance infrastructure necessary to meet regulatory expectations. This dual approach is designed to address the flaws of earlier ICO models, which were often criticized for opacity, lack of oversight, and exposure to fraud.

Each offering will dedicate up to 20 percent of its token allocation to Legion Score holders, a rewards mechanism that values long-term crypto contributors based on their activity, open-source development, and social engagement. The remainder of tokens will be made available to the broader public on a first-come, first-served basis through both Kraken and Legion, ensuring open access while rewarding committed community members. Once initial sales conclude, tokens will be listed on Kraken for secondary trading, improving market liquidity and expanding investor access beyond the launch phase.

This model reflects how far the ICO landscape has evolved since the chaotic boom of 2017 and 2018, when projects often launched with little more than a whitepaper and a flashy website. That period saw billions of dollars flow into scams and failed ventures, leaving regulators skeptical and investors wary. With MiCA now in force, however, there is a framework for more structured and transparent fundraising. Kraken Launch represents an attempt to restore credibility to ICOs by embedding compliance, disclosure, and security into the process.

Brett McLain, Kraken’s Head of Payments and Blockchain, described the effort as a critical innovation. “Together with Legion, we’re scaling a product that democratizes token sales and aligns communities with builders. It’s not just better fundraising, it’s better infrastructure for the next generation of finance.”

For Legion, the partnership with Kraken is just the beginning. The company has signaled plans to expand its reach, including discussions with the U.S. Securities and Exchange Commission’s crypto task force to bring token sales to American users by the end of 2025. Future developments include automated compliance systems, research tools for investors, and enhanced liquidity solutions designed to attract institutional players.

Kraken, meanwhile, has been aggressively expanding ahead of its anticipated public listing in early 2026. In recent months, it has acquired the trading firm Breakout, introduced tokenized equity products in the European Union via its xStock platform, and partnered with Circle to launch a euro-pegged stablecoin, EURC. These moves, combined with Kraken Launch, reflect the exchange’s strategy of broadening its services and positioning itself as a central player in the regulated era of digital assets.

By combining Kraken’s scale with Legion’s specialized expertise, the two firms are working to rehabilitate the ICO model. Their shared vision is to provide investors with the transparency and security that earlier token sales lacked, while giving innovative projects a credible channel to reach global markets.
