The idea, advanced by Bharatiya Janata Party (BJP) spokesperson Pradeep Bhandari, aims to place India at the forefront of financial modernization while addressing economic resilience in an increasingly digitized world.

Bhandari has framed the reserve as a strategic move, stating, "India has a unique opportunity to lead in this area—a measured Bitcoin strategy, perhaps a reserve pilot, could strengthen economic resilience and project modernity." The proposal draws heavily on international examples. Bhutan, for instance, has established a $1 billion Bitcoin reserve backed by its hydropower infrastructure, serving as a model for how state-backed cryptocurrency holdings can enhance national financial stability. The United States and El Salvador have also taken varying steps toward incorporating Bitcoin into their national frameworks, signaling a broader global shift.

However, India's current regulatory landscape remains fragmented. While digital assets are taxed, there is no comprehensive regulatory framework guiding their use.
