El Salvador Approves Law Allowing Investment Banks to Offer Bitcoin and Digital Asset Services
El Salvador passes law enabling investment banks to serve high-net-worth clients with Bitcoin and digital asset services.
El Salvador’s Legislative Assembly has passed a landmark Investment Banking Law that will allow investment banks to provide Bitcoin and other digital asset services to high-net-worth and institutional clients. The move marks another step in the country’s ongoing strategy to position itself as a global center for cryptocurrency and blockchain-based financial services.
The new legislation creates a distinct category of financial institutions, separate from traditional commercial banks, dedicated exclusively to sophisticated investors with a minimum of $250,000 in liquid assets. Eligible assets include Bitcoin, treasury bonds, tokenized products, gold, and cash. This framework aims to attract international private capital, financial groups, and affluent individuals seeking to establish regional operations in El Salvador.
Backed by the Ministry of Economy, the law outlines a regulatory structure for investment banks offering a range of services, including asset management, financial advisory, corporate transaction structuring, structured financing, and market analysis. These banks must hold a minimum share capital of $50 million and may apply for authorization to operate as digital asset service providers, issuers, and Bitcoin service providers.
Under the new framework, investment banks will be permitted to engage in activities such as bond issuance, loan granting, foreign currency transactions, and other complementary financial services. The Central Reserve Bank (BCR) will oversee regulations on capital adequacy, liquidity, risk management, and digital asset operations, while the Superintendency of the Financial System (SSF) will monitor compliance, transparency, and investor protections.
Dania González, a member of the Legislative Assembly, emphasized the law’s potential impact on the country’s economic landscape: “We are turning El Salvador into a specialized financial hub, generating an international reputation, institutional confidence, and competitiveness.”
The introduction of this legal framework is expected to significantly expand the scope of financial services available in El Salvador, boosting foreign investment and supporting large-scale capital-raising initiatives for governments, companies, and institutions. It follows recent comments from the National Bitcoin Office (ONBTC), which hinted that Bitcoin-focused banks were on the horizon.
By formally integrating Bitcoin into its investment banking sector, El Salvador continues to strengthen its reputation as a pioneer in cryptocurrency adoption. The legislation not only reinforces its Bitcoin-friendly stance but also sets the stage for the country to emerge as a key player in the evolving digital finance ecosystem across Latin America and beyond.
