Bhutan Pioneers Digital Sovereignty: First Nation to Anchor National ID on Ethereum
Bhutan becomes the first nation to anchor its national digital ID on Ethereum, advancing digital sovereignty and blockchain innovation.
In a move that reshapes the intersection of blockchain and governance, Bhutan has become the first country in the world to migrate its National Digital Identity (NDI) system to the Ethereum blockchain. The historic shift was announced on October 13, 2025, in Thimphu, during a ceremony attended by Ethereum co-founder Vitalik Buterin, Ethereum Foundation President Aya Miyaguchi, and Crown Prince Jigme Namgyel Wangchuck, who symbolically became the nation’s first registered “digital citizen.”
This milestone marks the completion of a multi-year evolution that began with Hyperledger Indy, advanced through Polygon, and has now culminated in Ethereum’s open, decentralized ecosystem. The transition is part of Bhutan’s broader Digital Drukyul initiative, which seeks to combine privacy, innovation, and sovereignty in the kingdom’s digital transformation.
The NDI system, authorized under the National Digital Identity Act of 2023, enables citizens to authenticate and manage their credentials securely without revealing private data. Its migration to Ethereum shifts Bhutan’s identity infrastructure from a permissioned, consortium-based framework to a public, verifiable, and tamper-resistant network.
According to Bhutan’s GovTech Agency, the integration is fully operational, with complete credential migration expected by early 2026. Sensitive personal data will remain off-chain, while cryptographic proofs and verifiable credentials will be anchored on Ethereum, ensuring transparency and auditability without compromising user privacy.
“This development is a global step toward an open and secure digital future,” said Miyaguchi during the launch, emphasizing how the initiative aligns with Ethereum’s 10th anniversary and its mission to empower individuals through decentralized technologies.
Bhutan’s adoption of blockchain for digital identity demonstrates how small nations can lead in defining global standards for decentralized governance. The collaboration between Bhutan’s GovTech Agency and the Ethereum Foundation will extend into developer programs, cross-border interoperability projects, and on-chain applications, further embedding blockchain into Bhutan’s public services.
The implications reach beyond identity management. Earlier in 2025, Gelephu Mindfulness City, a government-backed smart city project, diversified its reserves with BTC, ETH, and BNB, while also introducing a crypto tourism payment network in partnership with Binance. These developments underscore Bhutan’s ambition to balance economic modernization with its traditional values of mindfulness and sustainability.
While nations such as Brazil and Vietnam continue testing self-sovereign identity pilots, Bhutan’s full-scale rollout sets a precedent for how blockchain can underpin national digital infrastructure. By anchoring trust on Ethereum, Bhutan positions itself as a trailblazer in digital sovereignty, demonstrating that transparency, security, and privacy can coexist on a global public ledger.
