In a strategic alignment of technology, finance, and telecommunications, Animoca Brands, Standard Chartered, and HKT have formed Anchorpoint Financial, a joint venture aimed at securing a stablecoin issuer license under Hong Kong’s newly enacted Stablecoins Ordinance.

Anchorpoint officially declared its intent to the Hong Kong Monetary Authority (HKMA) on August 1, 2025 — the same day the ordinance took effect. The legislation mandates that all issuers of fiat-backed stablecoins operating in the city must be licensed, aligning Hong Kong’s oversight with global regulatory norms.

The collaboration builds on over a year of preparatory work. Since July 2024, the three partners have operated within the HKMA’s regulatory sandbox for stablecoin issuers, a controlled environment allowing firms to test and refine products before full-scale launch. Their primary focus has been the development of a stablecoin pegged to the Hong Kong dollar (HKD), designed to meet stringent compliance and consumer protection standards.

By pursuing a fully licensed approach, Anchorpoint is positioning itself at the intersection of Web3 innovation and conventional finance. Animoca brings deep expertise in blockchain and digital asset ecosystems, Standard Chartered contributes its global banking infrastructure and compliance capabilities, and HKT offers advanced telecommunications and digital payment networks.

Stablecoins have emerged as a critical element in the evolution of digital finance, offering transactional speed, low-cost cross-border transfers, and a bridge between volatile crypto markets and traditional currencies. The Anchorpoint initiative signals Hong Kong’s commitment to becoming a regulated hub for such assets, with the HKMA emphasizing financial stability and consumer trust as core priorities.

“A clear regulatory framework is essential for the next phase of digital finance,” said a representative from Anchorpoint. “With our combined expertise, we aim to deliver a stablecoin solution that integrates seamlessly into Hong Kong’s financial system while fostering global adoption.”

If approved, Anchorpoint’s stablecoin could play a pivotal role in enhancing payment efficiency, enabling programmable finance applications, and attracting institutional participation in the city’s growing Web3 sector.
