Aimed at addressing long-standing regulatory ambiguities, the legislation proposes targeted exemptions and streamlined rules to encourage mainstream adoption of cryptocurrencies while reducing compliance burdens.

The centerpiece of the bill is a $300 de minimis exemption for everyday digital asset transactions. This provision would exempt crypto purchases under $300 from capital gains tax reporting, provided annual transactions do not exceed $5,000. The exemption specifically excludes stablecoins, cash equivalents, and property used for business purposes, ensuring that the relief targets consumer-level payments.
