Ripple’s RLUSD Gains Regulatory Green Light in Dubai, Advancing Stablecoin Legitimacy
Ripple's RLUSD gets DFSA approval, boosting its role in Dubai's regulated crypto ecosystem and cross-border payment services.
Ripple has achieved a major regulatory milestone in the United Arab Emirates, as the Dubai Financial Services Authority (DFSA) formally approved the use of its enterprise-grade stablecoin, RLUSD. This endorsement opens the door for Ripple’s stablecoin to be deployed across a wide range of financial services within the Dubai International Financial Centre (DIFC), a free zone and leading fintech hub serving over 7,000 companies across the Middle East, Africa, and South Asia.
The approval positions RLUSD as a legally sanctioned digital dollar that can now be integrated into Ripple’s licensed blockchain-based payment infrastructure. Businesses operating within DIFC are now authorized to use RLUSD for payment processing, treasury operations, and other virtual asset services, making it one of the first regulated stablecoins to gain operational clarity in the region.
Ripple launched RLUSD in December 2024, after securing approval from the New York State Department of Financial Services—an early sign of its global compliance-first strategy. The stablecoin was designed with institutional use in mind, promising robust transparency and auditability standards tailored for enterprise adoption.
“This approval reflects our commitment to delivering a stablecoin that aligns with regulatory frameworks while enabling the next generation of institutional financial services,” said Jack McDonald, Ripple’s Senior Vice President of Stablecoins. He emphasized RLUSD’s role in advancing global blockchain use cases, particularly in cross-border payments.
The development follows Ripple’s earlier licensing success in March, when it received authorization from the DFSA to offer blockchain payment solutions in the UAE. With that license, Ripple began its push to capture a share of the Emirates’ $40 billion cross-border payments sector.
Dubai has emerged as a global magnet for digital finance innovation, driven by regulatory clarity and proactive government support. Ripple’s alignment with regional regulators not only enhances its credibility but also supports the UAE’s broader ambitions to lead in fintech transformation.
Beyond payments, Ripple is deepening its footprint in the region through strategic partnerships. It has joined forces with local digital bank Zand and fintech platform Mamo, both expected to adopt RLUSD in their operations. Ripple is collaborating with infrastructure provider Ctrl Alt to support a pioneering real estate tokenization initiative led by the Dubai Land Department, using the XRP Ledger to digitize property title deeds.
Despite ongoing regulatory challenges in the United States, Ripple continues to gain momentum internationally. With RLUSD now officially approved in both New York and Dubai, Ripple is laying the groundwork for a global, regulated stablecoin network that could redefine institutional engagement with digital currencies.
